To be ranked, a character need to have played in 10 different games. Under 10 games, a character stats can only be seen from the players page, and only the characters indicative ratings and current team victories and gold will be visible. A character need also to have been active in the last 30 days to be ranked.
The Hall of Fame of NWTactics uses 3 different statistics to rank the best players. It is based on the sum of the rankings of your player in all three domains (Individual Stats, Gold Stats and Team Stats). So if your character has 1st place in all three, he or she will have a Ranking sum of 3, and will be on the top of the list. The tie breaker is the number of games played, as the more you play the more challenging it is to stay in the tops.
